The Western Riverside County Council of Governments (WRCOG) is a voluntary joint powers agency consisting of representatives of the 14 cities in the western Riverside County area and a representative of the County of Riverside. WRCOG provides a forum for local government and other community stakeholders to come together and discuss issues relating to transportation, land use, economic development, environmental protection and other significant planning issues.
One of WRCOG's key activities is to serve as the administrator for the Transportation Uniform Mitigation Fee (TUMF) program. The TUMF program will raise nearly $5 billion through 2035 from new development in the rapidly growing western portion of Riverside County. These funds will be used to fund the addition of approximately 1,400 lane-miles to the area's arterial network, the construction or widening of 50 bridges, and the improvement of 90 interchanges and more than 200 intersections. Over $200 million also will be provided for transit improvements and environmental mitigation. This funding source is a critical component of the overall financial strategy for Riverside County which utilizes available federal, state, and local transportation funds for countywide highway, transit, and local street and road improvements.
